Clients can't connect anotherone

Hi , ı connected to server from 2 different client. My clients got ip (100.64.0.5 and 100.64.0.5).
But when tried connect to client1 to client2 by ip , nothing change , I can’t connect.

This is imposible in our architecture. Clients can only connect to authorized services only, Can not connect each other. We are not creating a Mesh network between clients.
